According to Oregon Geographic Names, 6th Edition, by Lewis L. McArthur, p. 473:
The town plat of Kingsley was filed in 1898. Its name was suggested by Mrs. E.M. Wilson in 1878 when she was postmaster of The Dalles. The citizens from the small community south of Dufur wanted a postoffice and asked her to suggest a name. She chose Kingsley after the author of Westward Ho!, a book she was reading at the time.
